About

Dr. Walker is a technology consultant and expert witness. He graduated from MIT and received his Masters and PhD degrees from Stanford University, all in electrical engineering. He has more than 45 years of high-level experience in the areas of integrated circuit simulation and design, computer software and firmware, and internet applications.

He focuses his consulting practice on intellectual property litigation including patent infringement including IPRs, copyright infringement, and misappropriation of trade secrets.

As the former founding CEO of a computer software company, and chief technology officer for an Internet company, Dr. Walker has had strong operating experience in industry, lending additional credibility to his testimony.

He has been testified in a wide variety of technical matters including:

  • Artificial Intelligence (AI) processing core architecture and operation
  • Cellular communications including LTE defined technologies
  • Android OS source code
  • FPGA technology
  • Printer firmware
  • Document indexing source code
  • Router firmware including IPv6 configuration
  • DSL modem operation
  • AMOLED circuit design
  • RFID tag source code
  • On-chip interface circuits including PLL and ESD
  • Power controller MCU firmware and circuits

Dr. Walker directed the prosecution of a number of his own patents in the areas of integrated circuit design and EDA software. His experience as an inventor and as a business executive allows him a vantage point on patent prosecution and litigation matters that is as savvy businesswise as technically.

Dr. Walker has served as an expert in over 100 IP litigation matters. He has testified in dozens of trials including Federal District Court trials, ITC evidentiary hearings, and arbitration hearings. Dr. Walker also has been deposed more than 60 times and submitted more than 100 expert reports and declarations, including declarations in support of Inter Partes Reviews (IPRs). Portfolio Evaluation

Dr. Walker has experience evaluating patent portfolios in prelitigation contexts. He has reviewed patent portfolios for validity and infringement purposes. For example, he has reviewed patent claims and compared the claims to reverse engineering studies to determine likelihood of infringement.

KNOWLEDGE NETWORKS Menlo Park, CA
2000-2001, Chief Technology Officer

A pre-IPO market research company that leveraged internet technology to revolutionize the market research industry. Dr. Walker managed KN’s engineering group, which designed and created automated systems to create surveys, conduct interviews, and process data. He also managed the IT group which was responsible for high-availability web-based systems for fielding the interviews as well as the internal systems required to analyze the data and produce real-time reports.

SEQUENCE DESIGN Santa Clara, CA
1995-2000, Founder, Founding CEO, Director, CTO

Sequence Design, formerly Frequency Technology, is the leader in the EDA segment called Design Closure. Sequence's products and services, consisting of pre- and post-layout optimization based on accurate layout extraction, enable designers to bring higher performance, lower-power integrated circuits quickly to tape out. Dr. Walker:

ANALOG DESIGN TOOLS, Sunnyvale, CA
1983-1990, Founder, Director, Founding CEO, Chief Scientist

ADT’s first product, the Analog WorkBench, pioneered the market for Analog CAE workstations, including such fundamental concepts as multiple window CAE systems, and simulated test instruments as a paradigm for CAE user interface. ADT, which had grown to $16MM in annual sales and 150 employees, was acquired by Cadence. As Chief Scientist, Dr. Walker was responsible for all circuit simulation and modeling technology, including development of a new SPICE-like circuit simulator.

WATKINS-JOHNSON, Palo Alto, CA
1973-1980, Member of Technical Staff

Developed GaAsMESFET-based microwave amplifiers, components, and tuners. Designed and produced the world's first GaAsMESFET amplifiers to be delivered in production quantities.

  • 1973, BSEE Massachusetts Institute of Technology
  • 1976, MSEE Stanford University
  • 1979, PhD EE Stanford University

While at Stanford, Dr. Walker designed the electronics for the first portable multichannel cochlear implant. Over 1,000,000 deaf people have received such implants which allow them to understand speech and even appreciate music.

Published over fifty articles in the circuit design and design automation fields, including technical papers in peer-reviewed journals, an invited article in the IEEE Spectrum, and various conference proceedings. Authored numerous opinion pieces published in journals such as EETimes that served to establish and promote the corporate position. Organized seminars designed to enhance the companies' technical credibility.

  • 1999 Fortune Magazine “Cool Company” for Frequency Technology
  • 1984 Electronic Products New Product of the Year award for the Analog Workbench
  • 1976 IEEE Microwave Applications award recognizing contributions to the design of GaAsFET amplifiers.

1987 AEA/Stanford Executive Institute. High technology management training program conducted by the Stanford University Business School and the AEA; completed with distinction.
